{"id":5622,"date":"2012-12-06T00:12:26","date_gmt":"2012-12-06T00:12:26","guid":{"rendered":"http:\/\/blogs.agu.org\/landslideblog\/?p=5622"},"modified":"2012-12-06T00:12:28","modified_gmt":"2012-12-06T00:12:28","slug":"landslide-losses-from-typhoon-bopha-pablo","status":"publish","type":"post","link":"https:\/\/blogs.agu.org\/landslideblog\/2012\/12\/06\/landslide-losses-from-typhoon-bopha-pablo\/","title":{"rendered":"Landslide losses from Typhoon Bopha \/ Pablo"},"content":{"rendered":"<p>The last 24 hours has seen the inevitable if depressing steady increase in the reported losses from <a href=\"https:\/\/blogs.agu.org\/landslideblog\/2012\/12\/04\/first-news-of-the-impact-of-super-typhoon-bopha-pablo-a-major-flash-flood-debris-flow-has-killed-43-people\/\">Typhoon Bopha \/ Pablo<\/a> in the Philippines.\u00a0 According to the <a href=\"http:\/\/www.ndrrmc.gov.ph\/attachments\/article\/835\/Sitrep%20update.pdf\">latest NRDDMC report<\/a>, the current confirmed death toll stands at about 322, although this is expected to rise further as 378 people are reported missing.\u00a0 The frustration of course is that this level of loss was very predictable, although without the preemptive evacuations it is likely that it would have been very much higher of course. This shows all too clearly that it is not possible to achieve genuinely effective disaster risk reduction with short-term measures.\u00a0 Long term planning is required, and countries such as the Philippines need external support to be able to implement effective measures.<\/p>\n<p>The most seriously affected area appears to be New Bataan in the Campostela Valley.\u00a0 This is the Google Earth perspective view of the town, presumably the debris flows were sourced from the mountains in the background:<\/p>\n<p><a href=\"https:\/\/blogs.agu.org\/landslideblog\/2012\/12\/06\/landslide-losses-from-typhoon-bopha-pablo\/12_12-new-bataan\/\" rel=\"attachment wp-att-5623\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-5623\" title=\"12_12 New Bataan\" src=\"https:\/\/blogs.agu.org\/landslideblog\/files\/2012\/12\/12_12-New-Bataan-e1354751062309.jpg\" alt=\"\" width=\"640\" height=\"373\" \/><\/a>.<\/p>\n<p><a href=\"http:\/\/www.ndrrmc.gov.ph\/attachments\/article\/835\/Sitrep%20update.pdf\">The NRDDMC data<\/a> indicates that 86 people ae confirmed dead and a further 343 people are missing in New Bataan, a genuinely appalling toll.\u00a0 Another 55 people are reported to have been killed and eight are missing in a landslide in Monkayo in the same area.\u00a0 At the moment, there are few images that give a perspective on the actual events at New Bataan, but this one, <a href=\"http:\/\/news.kuwaittimes.net\/2012\/12\/05\/philippine-typhoon-death-toll-passes-270\/\">from here<\/a>, suggests large-scale debris flows from the mountains:<\/p>\n<p><a href=\"https:\/\/blogs.agu.org\/landslideblog\/2012\/12\/06\/landslide-losses-from-typhoon-bopha-pablo\/12_12-new-bataan-2\/\" rel=\"attachment wp-att-5624\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-5624\" title=\"12_12 New Bataan 2\" src=\"https:\/\/blogs.agu.org\/landslideblog\/files\/2012\/12\/12_12-New-Bataan-2.jpg\" alt=\"\" width=\"480\" height=\"320\" srcset=\"https:\/\/blogs.agu.org\/landslideblog\/files\/2012\/12\/12_12-New-Bataan-2.jpg 480w, https:\/\/blogs.agu.org\/landslideblog\/files\/2012\/12\/12_12-New-Bataan-2-300x200.jpg 300w\" sizes=\"auto, (max-width: 480px) 100vw, 480px\" \/><\/a><\/p>\n<p>..<\/p>\n<p>This is consistent with the most detailed report of the events in New Bataan, <a href=\"http:\/\/www.philstar.com\/headlines\/2012\/12\/06\/881369\/valley-dead\">from this news report in the PhilStar<\/a>, which states:<\/p>\n<blockquote><p>The farming town of New Bataan in Compostela Valley lies far from the river, so residents thought they were safe from flooding as typhoon \u201cPablo\u201d barreled across Mindanao.\u00a0 At around 4 a.m. on Tuesday, however, amid raging wind and pounding rain, residents heard a thunderous sound. And then a wall of mud and debris, followed by rampaging waters, came crashing down into the town. In minutes, houses were washed away and two army camps manned by troops preparing for search and rescue operations were wiped out. Similar scenes played out in other parts of the province&#8230;.Lt. Col. Lyndon Paneza, spokesman for the Army\u2019s 10th Infantry Division based in Mawab town, said heavy rains dumped by Pablo in the province on Monday triggered a landslide in the mountains that blocked an upstream river in New Bataan. Before 8 a.m. on Tuesday, the river burst its banks and mud and water came rampaging down to New Bataan.\u00a0 \u201cOur troops and the civilian residents in New Bataan never expected the flash flood as the area is far from the river,\u201d Paneza said.<\/p><\/blockquote>\n<!-- AddThis Advanced Settings generic via filter on the_content --><!-- AddThis Share Buttons generic via filter on the_content -->","protected":false},"excerpt":{"rendered":"<p>The death toll from Typhoon Bopha \/ Pablo in the Philippines is now becoming clearer.
