{"id":37193,"date":"2021-03-30T08:13:12","date_gmt":"2021-03-30T08:13:12","guid":{"rendered":"https:\/\/blogs.agu.org\/landslideblog\/?p=37193"},"modified":"2021-03-30T08:13:12","modified_gmt":"2021-03-30T08:13:12","slug":"earthworks-task-force","status":"publish","type":"post","link":"https:\/\/blogs.agu.org\/landslideblog\/2021\/03\/30\/earthworks-task-force\/","title":{"rendered":"The resilience of rail infrastructure: reports from the Network Rail earthworks and weather advisory task forces"},"content":{"rendered":"<h4>The resilience of rail infrastructure<\/h4>\n<p><a href=\"https:\/\/blogs.agu.org\/landslideblog\/2020\/08\/13\/stonehaven-1\/\">On 12 August 2020 a very serious rail accident occurred at Carmont near to Stonehaven in Scotland when a fast-moving train struck a pile of debris on the track.<\/a>\u00a0 <a href=\"https:\/\/blogs.agu.org\/landslideblog\/2020\/08\/13\/stonehaven-1\/\">The train derailed, with some of the set crashing down an embankment<\/a>.\u00a0 Fortunately the train had only nine passengers and crew onboard, but sadly three of them were killed.<\/p>\n<p>The accident occurred on a section of track that had been subject to a number of landslides and other geotechnical failures in recent years, and it happened during a <a href=\"https:\/\/twitter.com\/metoffice\/status\/1293313295433302019\">well-forecast period of heavy rainfall<\/a>.\u00a0 Inevitably this focussed attention on the state of the geotechnical assets managed by the UK rail infrastructure operator, <a href=\"https:\/\/www.networkrail.co.uk\/\">Network Rail<\/a>.\u00a0 It also raised questions about the viability of an early warning system for heavy rainfall events on the rail system.<\/p>\n<p>In the aftermath of the accident, the Secretary of State for Transport commissioned two reports in addition of course to the accident investigation.\u00a0 These reports were:<\/p>\n<ul>\n<li><a href=\"https:\/\/www.networkrail.co.uk\/wp-content\/uploads\/2021\/03\/Network-Rail-Earthworks-Review-Final-Report.pdf\">An Earthworks Taskforce Management report led by Lord Robert Mair<\/a><\/li>\n<li><a href=\"https:\/\/www.networkrail.co.uk\/wp-content\/uploads\/2021\/03\/Network-Rail-Weather-Advisory-Task-Force-Final-Report.pdf\">A Weather Advisory Taskforce Report led by Dame Julia Slingo<\/a><\/li>\n<\/ul>\n<p>In addition, Network Rail have produced a <a href=\"https:\/\/www.networkrail.co.uk\/wp-content\/uploads\/2021\/03\/Resilience-of-rail-infrastructure-update-report-to-the-Secretary-of-State-March-2021.pdf\">report providing an update on the Resilience of Rail Infrastructure<\/a>.<\/p>\n<p><a href=\"https:\/\/www.networkrail.co.uk\/who-we-are\/our-approach-to-safety\/stonehaven\/\">The reports have now been published online<\/a>.\u00a0 I&#8217;m going to state clearly an interest here as I was a member of the Earthworks Taskforce, and indeed within that report there is a separate report on <em>The Role of Technology in Slope Management<\/em> that I authored.<\/p>\n<div id=\"attachment_37196\" style=\"width: 517px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-37196\" class=\" wp-image-37196\" src=\"https:\/\/blogs.agu.org\/landslideblog\/files\/2021\/03\/21_03-Carmont-1.jpg\" alt=\"The front cover of the Network Rail report on Earthworks Management\" width=\"507\" height=\"645\" srcset=\"https:\/\/blogs.agu.org\/landslideblog\/files\/2021\/03\/21_03-Carmont-1.jpg 1487w, https:\/\/blogs.agu.org\/landslideblog\/files\/2021\/03\/21_03-Carmont-1-236x300.jpg 236w, https:\/\/blogs.agu.org\/landslideblog\/files\/2021\/03\/21_03-Carmont-1-804x1024.jpg 804w, https:\/\/blogs.agu.org\/landslideblog\/files\/2021\/03\/21_03-Carmont-1-768x978.jpg 768w, https:\/\/blogs.agu.org\/landslideblog\/files\/2021\/03\/21_03-Carmont-1-1206x1536.jpg 1206w\" sizes=\"auto, (max-width: 507px) 100vw, 507px\" \/><p id=\"caption-attachment-37196\" class=\"wp-caption-text\">The front cover of the <a href=\"https:\/\/www.networkrail.co.uk\/wp-content\/uploads\/2021\/03\/Network-Rail-Earthworks-Review-Final-Report.pdf\">Network Rail report on Earthworks Management<\/a><\/p><\/div>\n<p>As I was a member of the Earthworks Management task force I&#8217;m not going to comment on the reports &#8211; that is for others.\u00a0 It it is, I believe, an exceptionally detailed and comprehensive review of the topic (including the appendices it runs to over 540 pages).\u00a0 It provides an excellent history of the development of earthworks on the UK rail system, the mechanisms of failure, management approaches and potential areas of research.<\/p>\n<p>I think the two reports will be considerable interest to a wide variety of people, not just those in the UK and those working on rail networks.<\/p>\n<p>The Executive Summary of the <a href=\"https:\/\/www.networkrail.co.uk\/wp-content\/uploads\/2021\/03\/Resilience-of-rail-infrastructure-update-report-to-the-Secretary-of-State-March-2021.pdf\">Resilience of Rail Infrastructure<\/a> report makes the following key observation:<\/p>\n<p><em>Most earthworks and drainage beside our railway were built more than 150 years ago. They were constructed without detailed engineering design and not to current standards at a time when the risks associated with earthworks were not scientifically understood. Consequently, cuttings and embankments were constructed with <\/em><em>steep and unreinforced slopes. Commonly, drainage systems were not built with the original earthworks and the drainage that was installed was not designed to cope with floods. While they have served us well, and despite many improvements over the years, they are not as robust as a modern-day equivalent. Earthworks structures are complex to manage due to underlying geology, adjacent environments and assets, local weather patterns and a propensity for very localised failure.
