{"id":27752,"date":"2018-05-21T23:42:57","date_gmt":"2018-05-21T23:42:57","guid":{"rendered":"https:\/\/blogs.agu.org\/landslideblog\/?p=27752"},"modified":"2018-05-21T23:42:57","modified_gmt":"2018-05-21T23:42:57","slug":"hidroituango-crisis-2","status":"publish","type":"post","link":"https:\/\/blogs.agu.org\/landslideblog\/2018\/05\/21\/hidroituango-crisis-2\/","title":{"rendered":"The Hidroituango crisis: complete evacuation of a number communities"},"content":{"rendered":"<h4>The Hidroituango crisis: complete evacuation of seven communities<\/h4>\n<p><a href=\"https:\/\/blogs.agu.org\/landslideblog\/2018\/05\/21\/hidroituango-1\/\">The Hidroituango crisis continues<\/a>, although there does not seem to be much likelihood of a compete collapse of the dam.\u00a0 Several communities, including V<span id=\"result_box\" class=\"\" lang=\"en\"><span title=\"La Agencia Nacional de Tierras, ANT, indic\u00f3 que suspendi\u00f3 las actividades que adelantan sus funcionarios en los municipios antioque\u00f1os de Valdivia, Nech\u00ed, C\u00e1ceres, Taraz\u00e1 e Ituango, as\u00ed como los de Ayapel (C\u00f3rdoba), Guaranda y Caimito (Sucre), debido a\">aldivia, Nech\u00ed, C\u00e1ceres, Taraz\u00e1 and Ituango, Ayapel (C\u00f3rdoba), Guaranda and Caimito (Sucre), <a href=\"http:\/\/www.elpais.com.co\/colombia\/ant-suspende-actividades-en-7-municipios-del-pais-por-crisis-en-hidroituango.html\">have now been evacuated, and the ANT (the National Land Agency) has withdrawn all of its staff from those areas<\/a>.\u00a0 <\/span><\/span><\/p>\n<p><span id=\"result_box\" class=\"\" lang=\"en\"><span title=\"La Agencia Nacional de Tierras, ANT, indic\u00f3 que suspendi\u00f3 las actividades que adelantan sus funcionarios en los municipios antioque\u00f1os de Valdivia, Nech\u00ed, C\u00e1ceres, Taraz\u00e1 e Ituango, as\u00ed como los de Ayapel (C\u00f3rdoba), Guaranda y Caimito (Sucre), debido a\">Meanwhile, the water level in the reservoir is being managed by diverting flow through the powerhouse. <a href=\"http:\/\/www.elpais.com.co\/colombia\/resurge-incertidumbre-en-hidroituango-tras-obstruccion-en-casa-de-maquinas.html\">El Pais<\/a> reported that heavy rainfall over the weekend meant that inflow (at 2,300 cubic metres per second (cumecs) exceeded the outflow, causing that the water level to rise once again.\u00a0 In part this appears to be because the water flow through the powerhouse declined from 1,600 cumecs to less than 900 cumecs.\u00a0 The consequence is that the water level was rising at a rate of about 20 cm per hour, although there is still about 30 m of freeboard, meaning that a collapse from overtopping is unlikely.<\/span><\/span><\/p>\n<p><a href=\"https:\/\/www.minuto30.com\/tunel-en-el-que-se-presento-emergencia-en-hidroituango-volvio-a-tener-caudal-pero-sin-aumento-considerable\/627604\/\">Latest reports<\/a> suggest that the rate of increase of water level is now 8-10 cm per hour.<\/p>\n<p><a href=\"http:\/\/www.elpais.com.co\/colombia\/resurge-incertidumbre-en-hidroituango-tras-obstruccion-en-casa-de-maquinas.html\">El Pais also reports<\/a> that the works on the crest of the dam have meant that the top has now reached 407 m (absolute elevation presumably), just 3 m short of the point at which the spillway can be brought into operation.<\/p>\n<p>I have still to see an explanation for the water that was flowing through one of the tunnels on the flank of the dam.\u00a0 <a href=\"https:\/\/blogs.agu.org\/landslideblog\/2018\/05\/21\/hidroituango-1\/#comment-215657\">As reader Elizabeth noted in a comment yesterday<\/a>:<\/p>\n<p><em>&#8220;the \u201cstrange online video\u201d showing the explosive release was filmed on one of the vehicular access tunnels. these tunnels are on a section of the dam called the \u201cgalleries\u201d, the most worrying thing is that water is not supposed to reach that section, as those tunnels were meant for vehicular access to the internal facilities.&#8221;<\/em><\/p>\n<p>So how was water flowing through this part of the dam?\u00a0 This image, <a href=\"https:\/\/www.youtube.com\/watch?v=h81I5J0_cK0\">from a drone video from 20th May<\/a>, appears to show that this flow was continuing:-<\/p>\n<div id=\"attachment_27758\" style=\"width: 650px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-27758\" class=\"wp-image-27758 size-full\" src=\"https:\/\/blogs.agu.org\/landslideblog\/files\/2018\/05\/18_05-ituango-3-e1526945467588.jpg\" alt=\"Hidroituango crisis\" width=\"640\" height=\"323\" \/><p id=\"caption-attachment-27758\" class=\"wp-caption-text\">Continued flow past the dam &#8211; an uppdate on the Hidroituango crisis.
